सोशल मीडिया पर माननीय सांसद श्रीमती शाम्भवी के मतदान के पश्चात दोनों अंगुली पर स्याही के निशान लगे होने के संबंध में वीडियो प्रसारित हो रहा है। इस संबंध में 182-बाँकीपुर विधान सभा के मतदान केन्द्र सं.-61 संत पॉल्स प्राईमरी स्कूल, बुद्धा कॉलोनी (मुख्य भाग का उत्तरी कमरा) के पीठासीन पदाधिकारी से पृच्छा की गयी। उनके द्वारा स्पष्ट किया गया कि स्याही लगाने वाले मतदान कर्मी के द्वारा भूलवश दाहिने हाथ के अंगुली पर स्याही लगा दिया गया था। पीठासीन पदाधिकारी के हस्तक्षेप के पश्चात बांये हाथ के अंगुली पर भी स्याही लगायी गयी। यह स्पष्ट किया जा रहा है कि माननीय सांसद श्रीमती शाम्भवी ने 182-बाँकीपुर विधान सभा के मतदान केन्द्र सं0-61 संत पॉल्स प्राईमरी स्कूल, बुद्धा कॉलोनी (मुख्य भाग का उत्तरी कमरा) के मतदाता सूची क्रमांक 275 पर ही मतदान किया है।

मतदान कक्षातल्या प्रत्येक कर्मचार्‍याला एकच काम करायचं असतं. त्याचं त्याला प्रशिक्षण दिलं जातं. तिथलं सगळ्यात सोपं काम बोटावर शाई लावणं. त्यातही चुका होत असतील, तर बाकीची महत्त्वाची कामं कशी होत असतील? खासदार बाईंच्या दोन्ही हातांच्या बोटाला शाई लावली आहे. त्यांच्या वडिलांच्या उजव्या हाताच्या बोटाला शाई लावली आहे. आणि त्या वडिलांना इशारे करताहेत की डावा हात दाखवा.

इतर राज्यांतले भाजप नेते कार्यकर्ते आपण बिहारमध्ये जाऊन मत दिल्याचं स्वतःच सोशल मीडियावर पोस्ट करताहेत.

स्थलांतरित मजूर असतात तसे भाजपचे स्थलांतरित मतदार असतात. बिहारमध्ये भाजपच्याच काही पदाधिकारी / कार्यकर्त्यांनी सोशल मीडियावर टाकलेल्या पोस्ट्समुळे हे उघड झालं. यातल्या काहींचे दोन एपिक आहेत.

ग्यानेश म्हणाला होता, एखाद्याचं नाव दोन ठिकाणी नोंदलं गेलं असेल, तरी त्याचा क्रिमिनल माइंडसेट असल्याशिवाय तो दोन ठिकाणी मतदान करणार नाही.

नवीन मतदार नोंदणीच्या फॉर्ममध्ये स्पष्ट डिक्लरेशन आहे की पहिल्यांदाच मतदार म्हणून नोंदणी करतो आहे आणि माझं नाव अन्यत्र कुठे नोंदलेलं नाही. आता ज्याचं वय १८ पेक्षा खूप जास्त आहे अशी व्यक्ती पहिल्यांदा मतदार म्हणून नोंदणी करत असेल तर आयोगाने त्याचं नाव इ. वरून त्याची नोंद आहीच कुठे झालेली नाही, हे पडताळून पाहायला नको का?
पत्ता इ. बदलायच्या फॉर्ममध्ये आपला एपिक नंबरच द्यायचा आहे. म्हणजे त्या आधारे चुकून नवं मतदार ओळखपत्र दिलं जाण्याची शक्यता नाही.

तेव्हा आयोगच खरा कल्प्रिट आहे. आधीचे गुन्हे पाकिटमारी होती. एस आर ए हा दरोडा आहे.

वेगवेगळ्या राज्यांत एस आय आर साठी जुंपलेल्या अनेक बी एल ओ नी आत्महत्या केल्या . कामाचा ताण, चुकीच्या गोष्टी करण्यासाठी दबाव अशी कारणे दिली आहेत.

निवडणूक आयोगाचे स्वतःचे पूर्णकालीन कर्मचारी फार थोडे असतात. सरकारी व निमसरकारी सेवेतील शिक्षक, पोस्टमन, अंगणवाडी कर्मचारी, विजेच्या बिलांचं रीडिंग घेणारे , दाया . शाळांत माध्यान्ह भोजन देणारे अशा प्रकारचे लोक बी एल ओ म्हणून नेमले जातात. त्यांना आपल्या नेहमीच्या कामासोबत आयोगाचे काम करावे लागते.

मुंबई मनपाच्या एकूण २२७ प्रभागांमध्ये ११ लाख दुबार नावे असल्याचे आढळून आले आहे. तर त्यापैकी काही नावे ही दुबार, तिबार नाहीत तर शंभर वेळाही आहेत. अशी ४ लाख नावे अनेक वेळा अनेक प्रभागांमध्ये असल्याचे आढळून आले आहे. सर्वाधिक दुबार नावे ही वरळी विधानसभा मतदारसंघातील एका प्रभागात असल्याचे आढळून आले आहे.
मुंबई महापालिकेच्या निवडणुकीसाठी गुरुवारी २० नोव्हेंबरला मतदार यादी जाहीर करण्यात आली. प्रारूप मतदार यादीवर २७ नोव्हेंबरपर्यंत हरकती व सूचना नोंदवण्यात येणार आहेत. तर ५ डिसेंबरला अंतिम मतदार यादी जाहीर होणार आहे.
मुंबई महापालिकेच्या निवडणूक विभागाकडून गेल्या काही दिवसांपासून प्रसारमाध्यमांना कोणतीच माहिती दिली जात नव्हती. त्याबद्दल मुंबई महापालिकेच्या वार्ताहर संघाने आक्षेप नोंदवल्यानंतर निवडणूक विभागाच्या अधिकाऱ्यांनी प्रसारमाध्यमांना माहिती दिली. राजकीय पक्ष हे मतदार यादीवर आरोप करीत असताना प्रशासनाने मात्र याबाबत गोपनीयता पाळली होती. अखेर मंगळवारी याबाबत सगळी आकडेवारी प्रशासनाला सादर करावी लागली.

दुबार नाव असलेल्या मतदारांकडून मतदान कुठे करणार याचे हमीपत्र घेण्यात येणार आहे.

ही बातमी येण्याआधीच आदित्य ठाकरेंनी याबद्दल आयोगाकडे तक्रार नोंदवली होती.
This afternoon, we called on the State Election Commission pointing out the absolutely disgraceful and unpardonable chaos in the draft electoral roll for the BMC.

We have demanded:
1) 21 days for suggestion/ objections, instead of 7 days
2) The Election Commission accept our objections in bulk
3) Activate the full strength of the EC to find out and correct the errors and vote fraud.

One Person must have only One Vote!

In the current draft voter list, while repeated voter name (twice/ thrice/ some even 7 times) have crossed a million.

There are 26,319 large households (10+ voters registered in a house- some as large as 1000+ voters in a house) having 8,32,326 voters. This is a fraud, not an error.

Almost 7 lakh voters have no house numbers/ details on their name.

The Quint independently analysed the draft voter list for Ward No. 5 in Nanded Waghala Corporation, which has 23,661 registered voters, and we found several anomalies.

Over 600 voters were registered at two NEET coaching institutes, and 3,587 entries listed 'Not Applicable' (NA) for addresses. Additionally, duplicate entries with bogus addresses were discovered.

At least 600 voters were registered using the addresses of two coaching institutes, IIB Career Institute and RCC Pattern Coaching. Nearly 400 registrations were linked to IIB, while over 200 were registered under RCC.

Dashrath Patil, MD and CEO of IIB Career Institute, told The Quint that these students had moved out long ago and were added to the voter rolls ahead of the 2024 Lok Sabha elections.

"These students are not here now. They were added as voters last year before the Lok Sabha elections," he said.

"The Collector at the time was given a target to enroll as many voters to the list as possible. Registration drives were held at coaching institutes and even in schools. These students don't live here now. Earlier too, nobody lived on the premises of the institute. Most of them had rental accommodation nearby," Patil added.

In India, a variety of documents, including Aadhaar cards, rental agreements, and utility bills, can serve as proof of address for voter registration.
The critical question is: what address proof was used for registration when these students were enrolled?

A Booth Level Officer (BLO) from the area confirmed that party functionaries often accompany officials during mass registration drives, creating immense pressure to meet targets and leaving little time for verification.

"Party functionaries accompany us during mass registration drives. There is immense pressure to register to everyone who shows up and very little time for verification," a Booth Level Officer (BLO) in the area explained.

"These voters must have brought their Aadhaar Cards. But if the Aadhaar had the address of their native place then they could have not have been registered on the rolls in Nanded. Hence, the address of the Institutes was used instead," he added. "From top to bottom, everybody wants to meet the targets."

The BLO added that names on the list are usually verified during Summary Revisions but no such verification has happened in Nanded since last year's Assembly elections.

Curious Case of Address 'Not Applicable'
In the list, over 3,500 entries had 'NA' marked against the address field. Several others had '0' and '-' written in front of it.

The Election Commission of India had previously explained that the address field is left blank in the case of people who do not have a house.

Even in that context, 3,500+ voters out of 23,000 not having a registered address creates leaves room for questions.

In several cases we also found bogus entries in the address field further emphasising on the poor shape of the voter list.
What Are The Authorities Saying?
When contacted, Rahul Kardile, Nanded District Collector, said he was unaware of these discrepancies.

"I wasn't aware of these discrepancies. If there are any problems with the voter list they will definitely be fixed before the elections. This is a huge corporation with thousands of voters. Such small discrepancies might arise from time to time. Regarding the students, Nanded is a coaching hub. It is possible that students were added to the rolls," he said.

सरन्यायाधीश म्हणतात बिहार एस आय आर मध्ये ६५ लाख नावं कमी केली तरी फार कुणी त्याबद्दल आम्ही आहोत, पण नाव काढलं अशी तक्रार घेऊन आलं नाही.

मिलॉर्ड हा भारत आहे. नोटाबंदी होऊन काही वर्षे झाली तरी त्याचा पत्ता नसलेले आणि जुन्या नोटा असलेले लोक इथे मिळतात.
त्यातून तो बिहार आहे. शिक्षणात सगळ्यांत मागे. तिथले किती लोक अन्य राज्यांत - आसाम, पंजाब, केरळ, महाराष्ट्र गुजरातपर्यंत रोजगारासाठी जातत. त्यातल्या कितींना एस आय आर बद्दल कळलं असेल? कितींना त्यासाठी आणि तेवढ्यापुरतं परत येणं शक्य होतं?

तिथे असलेल्यातल्याच कितींना कळलं असेल? त्या बी एल ओंनी फॉर्म्स वाटले कधी आणि गोळा करायला गेले कधी? अजित अंजूमनी बी एल ओ एका ठिकाणी बसून स्वतःच फॉर्म भरत असल्याची आणि त्यांना प्रश्न विचारल्याची व्हिडियो बातमी केली होती. बी एल ओ मतदारांच्या नावावर सह्या करत होते. यावर आयोगाने स्पष्टीकरण दिलं की ते फॉर्म वर मृत किंवा जागा सोडून गेले असं लिहून सह्या करत होते. आयोगाने अजित अंजुम वर एफ आय आर टाकला.

The rolls were uploaded not as searchable, machine-readable files, but as scanned PDF images, which are effectively photographs of printed pages. They cannot be searched. They cannot be meaningfully analysed. Every page resists scrutiny by design, which, in a moment of intense political contestation, raises a central question: who benefits when public data is made practically unusable?

The SIR required every voter to establish linkage to the 2002 electoral roll, either directly or through a relative. Voters were sorted into three groups: Mapped, Unmapped, and a newly introduced category: Logical Discrepancy.

On paper, this category captured mismatches in parental names, implausible age gaps, or inconsistencies in records. In practice, the triggers were often banal. Variations in transliteration, for example, “Mohammed” versus “Muhammad,” “Mondal” versus “Mandal”, routinely confused the ERONET software. Poor-quality scans of older rolls further undermined digital matching.

A voter could be flagged not because they were ineligible, but because software failed to recognise what any human reader would.
