नंदिनी, रॉबिन सेझ मध्ये होणारे land acqisition आणी r& r सरकारच्या कोणत्या खात्याची जबाबदारी आहे?

land acquisition ही महसूल म्हणजे रेव्हेन्यू खात्याची जबाबदारी आहे. R&R चे तसे काम रेव्हेन्यूकडेच असते पण ते पूरग्रस्त भूकम्पग्रस्त अशांचे असते. पुनर्वसन खात्याकडे प्रकल्पबाधीतांचे पुनर्वसन म्हणजे जे प्रोजेक्ट maharashtra resettlement of displaced person act 1979 च्या व्याख्येत येतात त्यांचे पाहते. सेझचे पुनर्वसन बहुधा कम्पनीची जबाबदारी असावी. त्यात पुनर्वसन ऐवजी मोबदल्यातच नन्दिता म्हणते ते पॅकेज असावे.त्यात वेगळे पुनर्वसन नसावे..

थोडक्यात म्हणजे जबाबदारी अशी अनेक खात्यात विभागून दिली की त्याचे दोन फायदे होतात.
एक. थोडी थोडी कामे दोन संस्थांच्या मधे अडकतील, किंवा गळून पडतील,(' fallen thru the cracks' ) की ती जबाबदारी कुणाचीच नाही. प्रश्नच सुटला.

दोन. निवडून येण्यासाठी नि मुख्यमंत्रीपद मिळवण्यासाठी बर्‍याच लोकांना मंत्रीपद द्यावे लागते. अशी अनेक खाती केली की अनेक लोकांना त्याचे मंत्री बनवून सत्ता अबाधित ठेवता येते.

हे तंत्र जगातील सर्व लोकशाह्यांनी अनेकदा वापरले आहे, नि अजूनहि वापरतात.

म्हणजे कसे, सगळा दोष एका माणसावर येत नाही.

महाराष्ट्रातल्याच दुसर्‍या एका सेझ प्रकल्पासाठी पुनर्वसन स्ट्रऽटेजी बनवायचे काम माझी कम्पनी करत आहे. सेझ च्या नावामुळे च ह्या प्रकल्पाबद्दल डिविजन मधल्या बाकीच्या टीम्स ना पण माहिती देणे टाळले जाते.. त्या प्रकल्पातिल सेझ डेवलप करत असलेलि कम्पनी आमची क्लाएंट आहे.
RRR (relief, rehabilitation and reconstruction)strategy is based on the following Acts:
1. Land Acquisition Act, 1894
2. National Rehabilitation Policy, 2006
3. World Bank Policy on Involuntary Resettlement
4. Maharashtra Industrial Development Act, 1961
5. Maharashtra Project Affected Persons Rehabilitation Act, 1999

so does it means stakeholders involved in land aquasition besides company who is developing SEZ will be revenue dept (collector at local level)Relief and rehabiltation dept of revenue, MIDC and local people and offcourse political leaders (atleast at local level)? or their may b few more stakeholders in the process? because as no of stakeholders will increase, complexity of issue will also increase....

Alpana, I dont get you point. Land Acquisition is strictly responsibility of the Government. Only government can acquire land for public purposes.
What stakeholders you are talking about? Can you please elaborate.}

actually i am bit confused. as i said our company is involved in preparing strategy for R & R for some SEZ project in Maharashtra. team involved in the project is keeping num abt it.but whaterver discussions happened in general meetings, suggests that govt of maharashtra is not our client, but the company who is developing SEZ (its BFL in this case) is our client.
my question is land acquisition as u pointed must b done by govt (revenue dept) but the R & R package will be offered by BFL or this is also the task of govt of maharashtra . who are all ppl involved in whole process of acquisition and R & R (here they are saying RRR)...

its a bit confusion for me, if govt maharashta offers R& R how BFL can b our client?

i'll also try to discuss with concerened team members, so that the process of acquisition and R & R will be clear to me.

In the current amended schemes of SEZ, the land acquisition is the responsibility of the company setting up SEZ. It also requires that the land acquisition should happen on voluntary basis by paying the market cost and additional benefits.

SEZ मधे काळे-बेरे आहे कारण already developed locations लाच SEZ होत आहेत्यच अर्थ हे land Grabbing साठी कारस्थान वाटते.बर प्रत्यक्श Industry साठी जेवढी जाग लागणार आहे त्याहुन कितितरि पट जास्त जागा हे लोक auqauire करत आहेत. land grabing करुन थोदे दिवसानि Industy
बन्द करन्याचे chances पन खुप आहेत.

Zakki , द्या टाळी! मला पण असेच वाटते!
SEZ मुळे business वाढून नवीन नोक्र्या मिळणार असतील तर सगळा देशच SEZ म्हणून का नाही declare करत? म्हण्जे land grabbing चि भान्गड च रहाणार नाहि. जिथे जमीन उपलब्ध असेल तिथे उद्योग चलू करायचा!

Korean major considers offering locals an export market in addition
to compensation.
Korean steel giant Posco is taking a novel route to persuade land-
owners to sell their land in Orissa's Jagatsinghpur district where
its Rs 52,000 crore, 12 million tonne steel plant is to be located.

Apart from monetary compensation for the land, Posco is offering the
140-odd fisher families that will be displaced by India's largest
greenfield steel plant an assured market for dried fish and mango
pickle in South Korea.

The company, which has been facing stiff resistance from locals who
will lose land to the project, proposes to train fishermen in the
area to produce the dried fish coveted by Koreans, according to a
Posco India spokesman. "Around 160 families in the periphery have
shown interest and will be included in the programme," he said. He
said some 160 families on the periphery of the project had accepted
the proposal.

A similar programme is being planned for betel vine cultivators.
"They have shown interest in fruit, especially mangoes. We will get
pickle manufacturers to collaborate with them and export these
products to South Korea," he added.

A socio economic survey, which is still being conducted, indicates
that there are around 50 betel vine owners and 1,000 cultivators for
1,200 betel vines. "Not just the owners, the cultivators will also be
included in the programme," he said.

The plan has been suggested as a solution to the vexed problem of
compensating land-losers by offering them sustainable livelihood. At
the same time, it will meet a growing demand for dried fish and
pickle in Korea. According to reports, Korea's imports are expected
to exceed exports due to depletion of fish resources. Its pickle
demand is primarily met by China.

Posco plans to develop a captive port at the mouth of the Jatadhari
river, 10 km from the port town of Paradip, to secure consistent and
timely supplies of raw materials and products. "The products
developed by the fishermen and betel vine cultivators will be
exported to Korea through Posco's captive port. After meeting the
demand in the Korean market, they can be exported to South East
Asia," the spokesman said.

Posco India is currently in the last leg of its land-acquisition
programme. Of the required land of 4,004 acres, the Orissa government
is to provide 3,566 acres (of which it is yet to get possession). The
company will have to buy the remaining 438 acres of land directly
from land-owners. The rehabilitation & periphery development advisory
committee (RPDAC) is expected to meet shortly to decide on the
compensation package. The committee comprises representatives from
the government, the company and the local people.

The private land covers three gram panchayats — Gada Kujanga, Muagaon
and Dhinkia, the latter being the largest tract covering 200 acres
and has been the most aggressive in leading an agitation against
Posco's steel plant. However, the Posco spokesman said, things have
improved and the survey indicated that around 90 per cent of the
people wanted to shift to other means of livelihood.

“Farmers do not sell your lands to SEZ”

Dignity to the voiceless rural citizens

Nowadays we have been witnessing the turbulent situation in the country, emerging out of SEZ and farmers land acquisition issues leading to human rights violation when the affected farmers raise their voices and the farmers and the small land holders are becoming orphans in our own land. Let me now address this issue through this human rights conference. While SEZ are essential for the country’s economic growth, handling land acquisition for SEZ has brought many issues and put the entire growth potential in that intended region in to back track. Through this human rights conference, I would like to give a call to the farmers of our nation “Not to sell their fertile land for any Secured Economic Zones or any other economic activity”. I do not want to see any farmer landless. I know what it means. I come from a farming family. Thereby I propose a viable solution to this issue:

1.SEZ is an economic proposition leading to number of projects for economic growth and employment generation.
2.Government/Industry instead of acquiring the fertile land from the farmers in government rate may make the farmers as their partners in the SEZ projects and give them equity share holding with reference to the overall project cost, according to their land ownership in the market value of today.
3.Farmers who are partners in the SEZ and their children can be trained in value addition tasks connected with SEZ projects.

We are in the mission of uplifting 220 million people who are living below poverty line. The entire development effort should focus towards uplifting them and enable them with capacity to lead a good quality of life. Hence all our development efforts should make them partners. Then only we can bring an inclusive development in the nation. That is why we need leaders with compassion to bring dignity to human life to the entire one billion plus population of India. Since we are looking for inclusive growth for our one billion people, we need a comprehensive measure of our growth thereby ensuring equitable growth in the society there by enriching the human dignity of one billion people.

The farmers are not really thinking much about the future. They are not thinking in the terms of the land that belonged to his family for generations, and now it will go away forever.When you displace them, they will be angry. Land is their bread and butter. When you displace farmers, their source of earning dries up. Imagine the status of Mukesh Ambani and Anil Ambani if their property is seized by the government and they are brought to footpath? It is difficult even for them to create the same assets with merely cash in hand.

SEZs can't be an excuse for land-grabbing. In the name of SEZ, loot of public money can't be allowed. It is wrong to do so.

Industrialization can't be at the expense of the growth of agriculture.

India's implementation of the SEZ policy is improper. Only wasteland and saline land should be offered for SEZ or the land already available with the government should be used.

Private cultivable land should not be given to industrialists. Yes, if you are eyeing agriculture land, farmers' trust should be won before you take away their land.

On the one hand, you are making farmers homeless, unemployed and restless. On the other, you are giving employment to some in a new factory. . . but this will not necessarily create more employment than we already had. Already the country is facing an agriculture crisis.

It is possible to increase our per-hectare yield. Farmers are not utilising land properly. It's a wrong argument when SEZ guys claim that the current crop is yielding less money than what they are offering.we haven't exploited the land which can fetch two to three times of produce that it does now. People want good irrigation facilities. . . Indian farmers have the capacity and the intellect, but they don't have equipment.

Rich guys buy land from the poor at a certain price which is guaranteed to increase five- to ten-fold in a decade or so. How can you allow this? This should not be allowed at all under any circumstances. This is one kind of temptation to farmers and to government officers of revenue departments. They issue orders of sale deeds under temptation and farmers too succumb to this, ignoring their long-term interests.

If SEZs are given permission without applying thought, there is a possibility of a big farmer backlash in the country. If the government moves ahead the ignoring the farmers' sentiments, they will protest strongly.

This hike in price of real estate is not a natural event. Developers are utterly commercial-minded and they are manipulating land prices. At this rate, the common man will never get a house to live in. There is heavy land speculation around all the proposed SEZs in India. Land prices in these areas are hitting sky-high levels. There is one village near Mumbai where land developers are blocking land mass by paying Rs 10 crore (Rs 100 million) per acre.
