The new rule is NOT implemented yet. It was estimated it will take 18 months as per some news reports.

one of my friends came to US couple of weeks before, by Delta... Delta representative at Delta checkin counter at Mumbai airport told her, upon querying, that she can carry mangoes to US provided she is checking-in those.... but she didn't have any mangoes with her at that time.. she was just curious... so not sure whether one can bring them... need to confirm with US Customs
